It depends on what you mean by "the system". The most common way is
through datatypes.library.

It sounds like you have the wrong default icon for the filetype.

It won't, unless the pictures are recognised as pict_jpeg by DefIcons.
Use SnoopDOS to see which default icon is being loaded and then change
that icon. Or do the sensible thing and install DOpus.
